1. If you have previously denied for a visa before and you did not re-apply again for a new one, it is possible that your ESTA will be denied.
In this case, you will still need to apply a traditional travel visa (the procedure is still the same).
2. You can try - but since your admissibility is uncertain, I will say you are risking to be blacklisted.
Both ESTA and travel visa is not a guarantee for admission. But it is an estimate on how likely you can get in.
